A body of three elected officials serve as the governing body of the District. The three members of the board are elected at-large by voters within the District's service area to four-year terms or until their successor qualifies and takes office. If a board member is unopposed in an election, in lieu of an election, the board member will be appointed by the Fresno County Board of Supervisors.

Board members receive a $400 compensation per meeting not to exceed $4,800 per year.
